Texas RioGrande Legal Aid - Analytics and Research Manager

Texas RioGrande Legal Aid (TRLA) seeks an Analytics and Research Manager to join the team. TRLA was Founded in 1970 to represent Texas farmworkers, TRLA has grown into the nation’s second largest legal aid provider and the largest in Texas. TRLA provides free civil legal services to residents in 68 Southwest Texas counties, and represents migrant and seasonal farm workers throughout the state and in six other southern states. TRLA also operates public defender programs that serve 14 Texas counties, representing low-income and indigent people accused of felonies, misdemeanors, and juvenile crimes. 

**Please note: This is a full-time position based out of a TRLA’s service area office. TRLA’s offices are currently working remotely due to the covid-19 pandemic. This position will require working remotely from home until our offices reopen.    

The Analytics and Research Manager is a management position.   

The Analytics and Research Manager leverages the use of technology, data analytics, and software development in support of civil justice, advocacy, and program strategy. The Manager maintains ongoing analytics projects and works with staff to address new research questions.   

The Analytics and Research Manager supports TRLA’s delivery of legal services by analyzing intake data and managing dashboards to track incoming client call volume. The Manager provides critical program data analysis to ensure effective service delivery and support agency resilience. The Manager supports caseworkers by analyzing public data sources to support litigation and producing descriptive, interactive maps to ensure effective outreach to clients.  

The primary duties and activities of the Analytics and Research Manager include the following:  

  1. Developing digital tools to:   

    • Aid in TRLA staff decision-making around case priorities and outreach strategies  

    • Inform the public about civil legal issues and legal rights in Texas.   

    • Provide information to TRLA’s client community in innovative formats.  

  2. Maintain existing data dashboards, interactive maps, and data analysis tools in ArcGIS Online, R Markdown, and R Shiny.  

  3. Maintain and develop new data pipelines using Python and Heroku-hosted PostgreSQL databases.  

  4. Develop data scraping tools to access or create data sources.  

  5. Work with the Communications Team to ensure data and technological tools are accessible to TRLA staff, the public, and the TRLA client community.  

  6. Identify and develop partnerships with academic institutions and volunteer organizations to expand TRLA’s analytics and research capacity.  

  7. Any other duties required by the Executive Director or his designee.   


  1. Possess excellent verbal, research, organization, and writing skills.  

  2. Demonstrated strength in either R or Python.  

  3. Demonstrated commitment to social justice in Texas.  

  4. Familiarity with web accessibility principles and user-centered design.  

  5. Basic knowledge of SQL.  

  6. Basic knowledge of ArcGIS Online.  

  7. Bachelor’s degree required; coursework in statistics, data analysis, and research methods strongly preferred.  

  8. Ability to work independently and without direct supervision required.
